How to get my brother to stop being so annoying and whining !?!?

-my brother is 10 and i am 16. he is ALWAYS annoying me, he always whines and its the most annoying thing in the world! if he doesn't get something he wants he whines, if he gets slightly hurt by me or my other brother he whines. And hes super annoying he never leaves me alone and never listens to me when i try to be nice all i get is snarky comments and bad behavior. how do i get him to stop?honestly, brothers are always going to be like that. just try to avoid him as much as you can. that's what i do. lock your door, listen to your ipod, go for a bike ride, or hang out with a friend. if your 16 and he's 10 you can probably do more alone. do something he can't or won't and once you've started separating yourself from him he gets less annoying.Do you parents know of this? And if they do and refuse to do anything about it- when your brother is whining go over to where they are. Soon they will get sick of it and confiscate whatever is important to him and he won't do it again. If that doesn't work then I would personally never do anything for him or whine back at him until he stops and grows up.
Baby brothers or sisters are always like that, and I can see how it must annoy you, but I think the only thing you can really do is talk to both of your parents, and point out politely that it is them that should take all responsibilty as it was they who gave birh to him not you.
